I think it nevertheless proper again to state to Your Lordship that Mr Mercer has not only conducted the proper duties of his office entirely to my satisfaction, but that he has rendered himself eminently useful in the Legislative Council, for which his education and other attainments render him particularly fit

During Mr. Mercer's absence I have appointed Mr. Rienaecker, now acting Chief Clerk in the Treasury, a very deserving and indefatigable person, to perform the duties of Acting Treasurer, his salary from £452. 10 to £600 per annum, increasing £350 per annum, and Mr. Hare, the Clerk to be Acting Chief Clerk, with an increase of £50, making his salary £350 per annum.

Mr. Comelate's absence renders the employment of a temporary clerk necessary, but as I embark tomorrow for the Northern Consulates, I have requested the Lieutenant Governor to select a fitting person for the office on a salary of £200 per annum, with the distinct understanding that he will not have any claim for further employment under this Government, whenever his services are no longer required. By this arrangement, no extra expense will be incurred, but on the contrary, a small saving of £52.10 per annum will be effected.

Mr. Mercer has since the departure of Mr Inglis, the late Registrar General, and the abolition of his office, superintended this Department in addition to his other duties. I have directed the Superintendent of Police to take charge of the office of Registrar General.
