A banker, on Legation Street tells me that it is a matter of urgency to get the daily rates from Shanghai immediately the market is made there, which is shortly after 9.30. The first quotation of the day, I should explain, is made at 8 o'clock at the Hongkong and Shanghai Bank where the brokers go for the silver bullion rate on which all business is based. "Thereafter they scatter to their clients, chief of which are the fifty odd banks that deal in exchange. From on calculations are being briskly made, and by a quarter to ten o'clock telegrams are dispatched by Bank Managers to all agencies advising, them in the briefest way what to do.
No business can be done in Peking until Shanghai has spoken.

It can be mathe matically proved by telegraph records that the west is from 18 to 48 times faster than China. The urgent bank telegrams from Shanghai to Peking that take frem one hour to two hours when they should
take from 5 to 10 minutes are a fearful reflexion on efficiency: a symbol that China requires jacking-up; a proof that although the world has "trected China unfairly in many things in the past," China treats herself more unfairly than all the others put together.
