The Beitis Mercantile Marine was built up under the Navigation Acts, about, the severest form of Protection - over tried. was seriously threatened in cer tain trade, by the U.S.A., but their Civil War had much to do with their collapse at the time, and the transition from wood to irou as a material of construction. America not having asteel trade of suf ficient magnituls to cope with it.
It is true that America has not been very successful in her later efforts, although another Protectionist conatry, Germany was far too successful, which rather vitiates the argument that Pro- tection, per se, ruins a shipping trade.
I think it is more reasonable to accept| the fact that rear in, year out, shipping.. is not much better than a 5 per cent.. business, and in a country like Amerien it is ΠΟΣ worth it either from the capitalist's or from the highly paid work- ing man's point of view.
