SCOTTISH LETTER. EMIGRATION FROM THE

HEBRIDES.

A CANADIAN SETTLEMENT.

FROM TE OWN CORRESPONDENT. }

EDINBURGH, November 7th. Encouraging reports come from Western Canada of the users of the Hebridean families who last March left their inhos pitable homes to settle there. It appears that the main body of the Kilty families are settled on. Allerta farms in favour able groundings, aud are already, on the road to prosperity. The experiment" has been a successful one, and the best proof of that consists in the fact that the new settlers are urging their friends and relatives in the homeland to join them. It is not desirable that this country should such a sturly, independent. and upright steek, but it is well appear 30 them that migration presents method of escape from present hardships. At no time have conditions of life in the Hebridean islands been anything but ardanus: in Lewis, the largest island of the Outer Hebrides, unremitting toil on the land or at sen has resulted only in a mengre livelihood for the crofters and fishermen. Recently, too, the position has become, if possible, more precarious with the stoppage of Lord Leverhulare's industrialisation Scherae, which was des signed to show the islanders a possible

Lewe preferred to live their lives in, their accustomed was, and. in the other case, they found it more suitable that a land- ford should pay the cost of local adminis tration than that they should pay it themselves. These refusals have not made the position of the islanders more eavi able. The prospects opened up by the successful experiment in Western Canada should thus appen! with greater force. interesting In this connection, too. it

A Canadian paper, comumenting on the Hebridean emigrants say that one of the first questions they asked was as to the Dearest church and what was the dia. tance to the school.

TIVE SCOTS PRIME MINISTERS..

The succession of Scottish Prime Mini- ters has come to an end. There have been fre, and of those two are living. Gladstone in some of his characteristics, was intensely Scottish, though Oxford and Anglicanin hail made him more than half English. But his name was Scottish, and so was his descent. Two of them were literally Glasgow men. the last had his birthplace beyond the was, but his busi ness, his fellow-citizens, and his character were all Scottish.

It is sometimes said that the Scots have no BAD of humour, says Lady Frances Balfour, or if some story is told which disproves that, gib, it is said to be a serge of humour peculiar to them- velveg." Bat, with the option of Gladstone, whose sense of humour was that he had none, his " peculiar " saccessors have all been marked by wit as well as humour. Combined with that is a certain austere reserve peculiarly Scotti, which unconsciously separates the goats from the sheep, in the, tw nationalities. Then there are the latest forces hidden in the Scottish character which so often surprise those who are not of their country. It may be the force of strong motion, a sudden revelation of the understanding of the northern half of the kingdom, or a sadden flash of remem- branes of the pit from whence they were dug: certainly no man can reckon on the way 4 Scot will act when under some strong remembrance of the hills of home, As we think of them so different in their upbringing, so diverse in their education and social upbringing and in religion, they yet have one thing which binds them Rygjan (Port Arthur-together in our thoughts-a conspicuous

independence of mind. an integrity of purpose, and a deep-rooted patriotism, which has its instinctive roots in the love of freedom and liberty. Not for nothing has Scottish history been such a troubled page of blood and tears and poverty. It is not in the green and flower gardens of the world that character is formed, and religion become part of the history of a race. There are Ministers of the Croma .who will have a larger niche in the world's bistory, some have fallen in their coun-I try's eyes, others them to our eyes nut to have attained the summit of their ambitions. BÓNAR LAW..

When M. Batar Law was. "elected leader of the Unionist party he resigned all his company directorships, worth nearly £3,000 a year. And he was by ag menos a rich man. When asked why he had done so, he replied that he could not | allow the slightest suggestion of personal financial interest to weaken his influence with the public as a party leader. At the time his party was in Opposition, and not rery long before Cabinet Ministers in office thought it no shame to hold company directorships, -I-remem "ber "Black Michael," when Chancellor of the Exchequer, explaining that he remain. ed the chairman of a life assurance com pany in order to keep guard over his own life policies.
