TRADE BOOMS AND "DEPRESSIONS,
CAN THEY BE AVOIDED
At the conference of works managers and others interested in the administration of industry, recently held at Balliol College, Oxford, Mr. H. D. Henderson, editor of the Vation, suggested that it would be worth while considering whether it would not be possible by a banking and policy to stabilias trade so sa to monetary diminish the booms Audi · depressions of trade even though such notandard.

Forecasts and their Valas," said that at TACK & Co., present the possibility of forecasting the course of trade was no higher than the possibility of forecasting the weather, but the study of trade conditions had shown that there was no such thing as normal trade with isolated booms and depressions. We were always at some period of the traile
Cycle,
and the war and its after. math only intensified the booms and the following renetian. Booms and depres sions followed a regular caNITY),
First came rising price-pigiron, for instance, was known as the trade bar mieter then came rising money rates and accumulated stocks as people drew money From the banks, until eventually the banks with much diminished cash reserves began. Pressing for payment, and the boorn came to an end, Then followed falling prices and exhausted stocks. The cash reserve at the banks rose again, and thea the banks rinced their rates to induce business men to borrow, and once more the business world was stimulated to activity.
TRADE REVIVALU *·
The question aross whether it would not be possible by a monetary or banking policy to keep prices stable and prevent the boom turning inte that period of rapidly rising prices and speculative activ sty, and whether, by thus keeping prices and trade on an even level it would be possible to diminish greatly the factua tious of trade.
That could not be done without a monet. ary policy entailing either the final aband onment of the goki standard or co-opera- tion between the central banks of the various countries to stabilize the purchas ing power of gold. A great deal could be done by the banking system' alone"with- out any monetary policy.
At present all the signals seemed to be set right for a trade revival, but nobody could confidently prophesy a trade revival for two reasons, First, there was the factor of political complications, but if that were the only trouble the revival was certain.
The second was that there were reasons for fearing that the apparent ease uf money conditions was illusory. Currency notes had been repaid by the public to the banks and torn up, and the currency position was not strong, The final cur rency policy made it very difficult to get suficient potes re-issued to sustain any considerable volume of trade.
After three years of unemployment,” conelijed Mr. «Henderson. yes cannot afford to go out of our way to nugravate deliberately the trade depression simply to
get the pound sterling back to the dollar standard Booner than it would otherwise reach it. Too much importance is attach- ed to the New York exchange. It is not good enough."
NEW CALL FOR EFFICIENCY..
Mr. J Urwick aptaking at the even ing session on the "Old and New in Business, said the course of business management had been greatly influenced by the changes in the industrial units dur. ing the last 50 years. Managment must. nów take a wide vision, and bave its fing- er on the pulse of a larger area than the village or the borough, and this vitalis changed situation called for changes in our methods of management.
Definition, analysis, experiment, and observation were the weapons of scientific management. There is little room for delay,” he concluded. Other nations are straining every nerve to develop the brain- power, which runs their industries, to a pitch of efficiency hitherto undreamt of In the rush of material invention which followed the Napoleonic wars the natural advantages of Great Britain enabled us to become the first manufacturing people of the earth. Now, after a greater war, we find that long start in machine produc-
tion no longer with us

N.Y.K. SUBSIDIES. ARGUMENTS FOR AND AGAINST REDUCTION.
At present the Department of Com manications is subsidising the Nippon Yusen Kaisha to the extent of Y1,450,000, -Y500,000 for the European run, Y430,000 for the Seattle run and Y200,000 for the Australian run. The Finance Department seems, however, to be contemplating some reduction, though it is expected the De. partment of Communications will object to nay such move. The latter Depart ment it is reported by the Hobe Shimbun, supports the Nippon Yusen Kaisha br stating that the company is doing its best, to improve its efficacy in the tr
Pacile and Australian mail services especially as its vessels are excelled in speel by Japanese unsubsidised vessels and foreign vessels... The proposed reduction by the Finance Department may seem reasonable but the company is now going to remedy its defects as an as possible. For instance, says the Kohn Shimbung the Nippon Yusen Kaisha is scheming a
Botilla
of ten mail houts of 10,000 tons and 16. knots for the European route.. Such boats as the Aleuta and Kama (8,000 tons or so each) will be made more speedy by the installation of oil-burners.
فل
As to the Australian route, the com- pany is realising some profit in the wool trade and there is room for its better- mont. The Seattle "sórvice is the most difficult, on account of the superiority of the British and American mait boats. However, the Department of Communica- tions believes that even in this case the subsidy should be left untouched at least for some time-Japan Chronicle.
