LONDON, October 10th. Admiral Sir Dudley de Chair has been appointed Governor of New South Wales." Admiral de Chair was born in 1884 and enteret the Royal Navy in 1875. He com- manded H.M.S. Bacékanke, Cochrane and Cole, 1505-19, and was Naval Adviser to the Foreign Office 1916-17 He commanded the 10th Cruiser Squadron (organised Northern Blockade) 1914-16, and was made Admiral in 1990.

LONDON, October 10th. Mr. Rudyard Kipling has been instglied as Lord Rector of St. Andrew's Univer sity, and Earl Haig as Chancellor.
Mr. Baldwin, on whom the Degree of LLD. was conferred, participated in the picturesque ceremony. He arrived at St. Andrew's before. Mr. Rudyard Kipling yesterday, and was compelled at the station to assume an undergraduate's mortar-board and scarlet gown, and then cerorted to the house of Principal Irvine, who, with Mr. Baldwin still wearing his scarlet gown, subsequently welcomed Mr. Rudyard Kipling at the station. VICE-CHANCELLOR OF OXFORD.
LONDON, October 10th. Doctor Farnell handed over the Vice- Chancellorship of Oxford to Professor Josep Wells, Warden of Wadham Col lege, today.
In his speech, he referred, in an amuk- ing manner, to the young life of Oxford, for whose benefit he had made bans that made him notorious.
He said that women students gave hardly any trouble, for, when they asked
·for new privileges, and relaxations, it was easy to refuse, and if they could only carb their passion for cafes lie- tween breakfast and lunch, they would be an exemplary body.
