Beenuse of the scarcity and high price of foreign supplies during the war, the Japanese industry underwent great ex- pansion. Prior to that time Japanese iron could compete with the foreign pro duct only if no regant were bad for the cost of production, and with the reappear ance of liberal quantities of foreign iron and steel since the war many of the newer Japanese plants have fallen upon unpro- fitable days. For its raw materials the Japanese industry has relied extensively upon foreign supplies, although iron ore is widely distributed in the Empire. Pig- iron has come chiedy from China rather than from Western countries, and a con- tinuance of this supply is assured by the fact that Japan already controla 'about half of the known ore reserves there. Japan hus moderate resources of coal, the other chief requisite for iron and steel manufacture. but here again future sup plies, have been nasured by extending its control to a good part of China's re- sources. At the same time Japan is"rich in potential water-power, which for many purposes offére. A possible substitute for coal. At present the finishing plants of Japan have a capacity begond that of the
