Moscow (by mail), July 10th, The statement of accounts issued by tha Note Issues Department of the State Bank on April 18th howed assets mounting to 4,300,000 chervonetz; the chervonetz, being ten gold roubles, may be taken as roughly equivalent to the pound sterling. At that date the notes handed over to the general department of the State Bank amounted to 4,700,000 chervonets, but the notes actually issued to ellents and in circula tion amonated to only 3,000,000-
