expenditure to be incurred for restoring Barracks, which His Lordship, on information from the Board of Ordnance at Home, conceived to be £3,897. 15.9 or £85.17.2 less than it now appear to be the desire of the Engineer Department to expend upon them..

It is plainly the intention of the home authorities that no further repairs shall be made to the Stanley Barracks than will suffice to fit them for the reception of 100 men and the requisite number of officers, and it is as plainly their expectation (but in fact a smaller) than £3,897. 15. 9 shall be disbursed on this account, as may be seen by the accompanying extract from the letter of the Board of Ordnance to the Colonial Office.
4. His Excellency observes from Lieutenant Colonel Phillpotts' estimate that it is proposed to repair the officers' quarters and convert them into a Barrack, and to appropriate the Field Officer's Quarters to the officers.

Taking however into consideration the wishes of the home authorities as explained above, and that the force at Stanley by the last Return amounted only to 2 European and 1 Native Officer, and 31 men, His Excellency directs me to suggest that the officers' quarters above should be repaired, the lower floor of which, being represented as capable of containing 80 men, may be appropriated to the Privates, while the upper portion of the building, or such part of it as may be required, may be repaired and altered to render it suitable accommodation for the officers. Should this suggestion be adopted, His Excellency is not aware of any immediate necessity for restoring the Field Officers' Quarters, which therefore it would be as well to allow to remain in their present condition.
6. I am directed to remark in conclusion that these observations are to be considered as bearing only on the accommodation for what His Excellency deems a suitable force necessary
