I therefore, have again to observe that in my opinion it is only necessary to have at Stanley accommodation sufficient for 100 men with a due proportion of officers, and to request that the Commanding Engineer may be instructed to furnish me with a Memorandum of the Estimated expenditure absolutely necessary to place the Buildings at that Station in such a state of repair as will afford the specified accommodation.
