Dispatch of the 16th September, that that confession of Samo is in AVAS A) true one, states in the erinio the that Despatch that they were found concealed at that place, and subsequently that of the 23rd November, affirms positively that they had been buried. If, as Your Excellency states in Your Despatch of the 28th December, according to the Laws of the Empire, Guilt is only punished on real proof, Your Excellency must perforce admit that in punishing was attributed to Sen-chi-leong, grounded on this proof alone, which is now clearly shown to be false, Your Excellency does not comply with the Laws of the Empire, so strictly as in this last Despatch you pretend to inculcate; it appears to this Council that it would be advantageous that Your Excellency should weigh this seriously with a calm mind.

An attempt was made to be established by Your Excellency that in bringing the confession of the culprit, it is alone admitted, as sufficient evidence of his crime. Lu and supposing such a doctrine were recognized and acknowledged as true, even such a doctrine were not opposed to the principles of sound justice to all nations, it was at least necessary that such a glaring proof should not have been afforded, that confessions are false and erroneous as those which served as evidence in the trial in question. But in the presence of facts so irrefutable, and which so fully prove the contrary of what is wished to be inculcated, it is beyond doubt that the truth, though the doctrine is not grounded.

In order that the principle may have been made use of for convenience sake, as appears to be the case with the Septone adopted in replying the arguments of this Council by qualifying
