In the first instance, the Home Defence Force should connist of fifty-two squadrons, to be created with as little delay as possible; and the Secretary of State for Air has been instructed forthwith to take early steps for carrying

this decision into effect.

The result of this proposal will be to add thirty-four squadrons to theauthorised strength of the Royal Air Force. The details of this organisation will be arrang ed with a view to the possibility of sub- equent expansion; but before any further development is put in hand the question should be re-examined in the light of the then air strength of foreign Powers.

Ju conformity with our obligations under the covenant of the League" of Nations, his Majesty's Government would gladly co-operate with other Governments In limiting the strength of air armaments on lines similar to the Treaty of Washing- ton in the case of the Nary, and may such arrangment, it is needless to say, would guvern the policy of air extension set out in this statement (Hear, bear)

Mr. Ramsay MueDotulad: May I ask whether the Government have.considered bow this statement is to receive considera- tion?

Mr. Baldwin: I thought it was only right that immediately on a decision being taken the House should be acquainted with the fact. The details have not been wholly worked out, but I think before long Bir S. Houre will be in a position to discuss them on the Air Estimates. Later in the year, but not this session, there will be Supplementary Estimates for certain expenditure during the turrent year, and on that occasion discussion can take place

Mr. G. Lambert: Can the Prime Minister give me an approximate estimate! of the expenditure to be incurred by this expansion of the Air Force?"

That expenditure will not be reached until probably three years. In the next year and the year following the expenditure will be considerably less than the full average expenditure of £5,5000,000. These figifres ure in the nature of rough estimates. I shall be able to give more accurate figures when the Supplementary Estimates come to be considered by the Committee.

Mr. G. Lambert: "As the gross cost of the fighting Services is about 280,000,000' more than it was before the war, cannot this increased cost of the Air Force be taken from the other Services

Mr. Baldwin: It is impossible to say what reductions may be made in the course of this year. The time is now coming for a detailed examination of the Estimaton, and I hope a considerable sum may be saved.
