RACE.

The Prime Minister spoke on Anglo Saxon ideals and their value as a civilis ing influence in the world at the annus dinner of the Rhodes Scholarship Truse at Oxford on June 10th. The whole world was, he said, looking to day for salvation to the British Empire and the United States, and if there was any building up to do in the world, it was they who in the long run would have to do it.

Lord Lovat, the chairman, proposed the toast The Memory of the Founder," Rhodes, said Lord Lovat, had an as- tonishing faculty of picking out the im- portant points on which be

would concentrate, and it was because of hit power and rezolution in stearing a clear course through difficultion, in order to carry out his main objective, that he had achieved the great things he had.

The toast was honoured with fervour. Mr. L. S. Anery. (First Lord of the Admiralty), replying to "The Armed Forces of the Crown," said that no Future organisation for defence could be worth anything that was not based upon the conception of what the Empire would be a generation bence. He did not believe absolute disarmament was anything but at figment of the imagination. What could be done was to secure the reduction of armamenty by the willing co-operation of those who believed in peace. The greatest instrument for such co-operation was that of the partner States of the British Empire. A shade less close, but very clow, was that co-operation which existed, which he trusted would ever exist in the maintenance of peace between ourselves and the United States, (Cheers.)

Sir Charles Sherrington, in proposing the toast of "The British Empire and the United States," said that the scheme of Creil Rhodes was no longer an ex- periment, ut constituted a significant and noble test for the veracity of the ideas of the Empire and of the whole of the great English speaking community.

ME. BALDWIN'E SPEECH. " Mr. Baldwin, in replying, said: The world has learned a great many things during the last few years, but it has learned nothing more certainly than this that it is far easier to destroy than to create, far easier to break up than to build. The common civilisation which we all of us inherited is that alt civilisation of Western Europe. which for 17 centuries has been built up through the blood and tears of generations of men, of saints and soldiers, kings, and statesmen, and we are seeing that civilisation cracking to-day.

The whole world, consciously or uncon- sciously, not vocally, none the less in reality, is looking for salvation from the subject of this toant, the British Empire and the United States of America. Now why is this, and what is the link that binds together the British Empire and the United States of America that men should look to us in this way? I see it myself in the form of an allegory. I se England, as an orchard which has sent forth new growths from its old stock to the uttermost corners of the world, where, under other climes and in ather coudi tions, the fruit ripen, similar fruit, hut different fruit growing in the Demisions

However fine that, fruit may be, there will never be one scintilla of envy or jealously from the people of the "old country or of the Dominions,

They bare alike, "from long inheritance, an innate sense of justice. It may be that sometimes one of us and sometimes the ather fails to live up to our ideals, but the ideal is there, and justice is one of the profoundest elements of our character the desire for it, the eagerness in search of it, the giving of fair play to our own people and to other people.

Secondly, there is that real democratic feeling of valuing a man for what he is (Cheers.) There is, thirdly, that sense of po'itical freedom, neither degenerating on the one side into licence, nor, on the other
