In my Despatch Separate of the 27th December, 1848, I reported to Your Lordship that there were certain offices in this Colony, which I thought when they became vacant need not be filled up, and I now have the honor to enclose a Memorandum of those that have become vacant during the past year, which I have abolished.
I am of opinion that the establishment is now on as low a scale as it can be reduced to with respect to numbers, proper regard being had to efficiency, and to the state of the health of the community.

and recommending that Mr. Comelate's health, he be allowed leave of absence to proceed to Europe for 5 months.
