From the Council of Government &c to Seu, Viceroy of Canton,
This Council send to
Your

Excellency the three Chinese, guards at the
Barrier gate,
who
were detained here; likewise their depositions, and those of 7
witnesses, from
which
it is seen
two
dearly
belonging
men
and evidently that these three to the Barrier were at least cognizant
of the horrible outrage committed near that post August. They
are
evening of the 22nd.
