by Government, that the whole might be properly arranged, the requisite forms of the officer complied with for submission to the Treasury, and the necessary explanations shown on the face of the Contract

The Contractor refused to sign this Contract for £285, and sent me a letter setting forth his claims, enclosed, stating that Mr Napier had made specific agreements with him for the amounts as set forth for each item, amounting to £515.

As Mr Napier was ill and unable to attend the office, I directed him to write me a letter in explanation of the above circumstance, that I might submit the case for the consideration of His Excellency the Governor.

The statements being so much at variance with each other, and neither Mr Napier nor the Contractor having any proof to show, nor any memoranda whatever as to the quantity of work to be performed, or plans or sections of any kind as evidence of the fact, His Excellency the Governor directed me to consult with Major Dixon, R.E. as to the best plan to be adopted to arrive at the true value of the work, or whether the sum to be paid should be as set by Mr Napier, vide authority from Government.
