Nov. 3rd Transmitting copies of four Despatches addressed lately to Viscount Palmerston, reporting destruction of Pirates in the China Seas, and recommending the names of Commanders Hay and Willcox be brought to the notice of the Lords of the Admiralty. Recommending also to His Lordship's favorable notice Mr. D. R. Caldwell, to whom great measure was in a great degree due the success of the expeditions against the Pirates.
