The Lord Chancellor said the Gorernnient did not object to the bill going to a Select Committee, but could not promise to give the measure any facilities. As the law
law stood at present, when the parents were living together, the father was sole guardian of the child, and after his death the mother. In the event of misconduct on the part of guardian the courts had wide powers of Pinterference. The bill proposed that even when two parenta were living together in the same house the father and mother. should be juist guardians of equal powers, and that if they disagreed they could call in the assistance of the courts. Whether right or wrong that was a tremendous change, and be looked upon it with some misgiving. It might possibly affect the harmony of the bore and the discipline of the children, who might, as children were apt to, take advantage of the divided authority. A burden, and perhaps a great burden, might be thrown on the courts. There was perhaps, something to be said for the view that somebody in the house should have responsibility and that that person should be the head of the house.
The bill proposes that the funds for the education of the children should be found by the father and the mother jointly in propor tion to their means, and that if the funds were not found one spouse would take fegal proceedings against the other and enforce the payment of the amount required.
