a sinking ship exceeding fiftery, minutes, and there may not be time, to use all the boats actually attached to the devits, even if they were carried already swung out.
The committes suggests that instead of encumbering the decks with a large number of heavy seagoing craft, which may be useless and ev dangerous, it would be better for a vessel to carry suf- ficient light rafts to support number of persons, for whom accommodation cannot be provided ją the boats available for immediate launching.
