CAIRO, April 20th. The Countitution declares that Egypt is n Sovereign State, with a free and in- dependent Government and a bereditary Monarchy, the official religion being Islam and the official language Arabic.
It provides for obligatory elementary jeducation for both sexes, free, in public, schools. It declares that all powers emanate from the nation, Legislative power will be exercised by the King of Egypt concurrently with the Senate "nod Chamber, but the King and Chamber alone i shall be cutitled to imposa and increase taxes. The King cau return any Bill to Parliament for re-erunination, but if voted by a two-thirds majority of each House it will become law. The King can dissolve the Chamber and nominate or dismiss iniusters, and nominate or re- voke diplomatic representatives on the proposition of the Foreign Minister. The present Constitution shall be applicable to the Kingdom of Egypt, but this provision in nowise affects Egypt's rights in the
