"THE PROPOSED CAPITAL LIVT. The proposed capital lory, as well as a good many other proposals, appeared to him to rest on a misconception as to the founda tions of this country's prosperity. In a commercial sense that was not, and could not be, with its present population of op wards of forty millions, "a tight little island," to Eve in "a kind of economic vacuam. He was one of the agents, but not necessarily the most important, for everything deponded on the extent to which trained brain-power in Great Britain actuated that long-armed crane and on the strength of its long arms. and this strength arose from the virility of that section of the community which by thrift, hard work, and commercial vision reached out and developed oversea markets, They looked forward at these animal din ners to the opportunity of telling the Gove ernment what they as shipowners wanted them to do for them. : A PERNICIOUS SYSTEM,
There was one thing which they would like to see effected, and that was the aboli- tion of taxation of ships in the countries to which they might happen to be trading. He thought that was a war development. An idea grew up that shipowners were fair gume for special taxation, and the conse quence was that various countries had set themselves to levy taxation-income-tax- on foreign ships visiting their shores, and it was levied in some cases, not on income earned, but on freight carried, even if the freight involved a loss., The United States included in the 1921 Rarenye Bill an offer that America would not levy such. tax on the vessels of any foreign country which was willing to give réciprocal treatment to American Yeesels. While they were not prepared to admire everything that America, did in fiscal matters, they thought this was an offer which should be accepted. and that Great Britain should give the same intimation to all and-sundry. Unless this pernicious system was nipped in the bud they might see a race betwem different countries as to who 'could' extract the most from the shipowner, and such a race might easi y lend to re taliation in different forms. Anything of that kind was much to be deprecated, and could only tead to hamper, trade, while the increased costs boing thrown on the shipowner must eventually be reflected in the rate of freight charged to the projudico of the country imposing such taxation, Though these matters, im portant to shipowners, might appear of comparatively small importance in view of the world difficulties that had to ba, faced, they contributed to delay the recovery of international trade.
