Encouraging action has recently been taken by the Chinese Chamber of Com- meros in Shanghai in the endeavour to improve industrial conditions-With-a view to the promotion of higher standards in industry and the welfare. There are at least fifty cotton mills around Shanghai and more are going up. Thousands of children down to the age of eight or vins are employed. Little girls eight or nine years of age, were standing between double rows of whizzing unguarded machinery, steadily but wearily: feeding the machines. One mite, perhaps eight years of age, was curled in an exhausted heap on the cement floor sound. asleep. At Chefoo, whore 17,000 women engaged in the hair-net industry, the wago is six centa for a ten-hour day. Yes in Chefoo conditions are better than in many other areas, for there are a number of Chinese Christian employers who close their factories on Sundays, while the rest are open for a seven-day werk. As a result; of the recent visit of Dr. Sherwood Eddy the Cheloo Chamber of Commercha taken fimilar steps to those recommended at Shanghai, the standard being that supported by the new National Christian Council of China ne a minimum. This has not prevented. however, three recent wage strikes, which were severely crushed by the police.

The worst evils of the match-making. industry are rife in Tientsin, where even in the best factories boys were found Working 15 hours a day for a seven-day week, their pay running from six to ten cents. The investigator reports

"We found 15,000 boys in the weaving factories working righteen hours a day? from 5 am to 11 pm, the majority, receiving no pay whatever but their food. In the rug factories the boys work sizteen hours a day, from 5.30 am to 10 pm. seven days a week. During the threeWO years of apprenticeship they receive only their food and lodging. Many skilled workers are paid only four dollars a month.

The report ends:
