A spirit of antagoulism to the Council's | government has been manifest through- out the year, and showed itself very pro minently in the Shop License Fees case, when a ultimatum, of which you are all well aware, was delivered to the Council. This resulted in the resignation of the Chairman, Mr. F. R. Smith.

„THE ROADS.

As much attention as possible has beak given to the ronds of the Settlement, but work has been hindered to a great extent by the shortage of labour.

In February the Council caused notices to be inserted in the Hongkong papers calling tor tenders for the laying of an experimental stretch of road surfacing, about 5,000 sq. yds, similar to that put down on the roads in the Peak dis trict of Hongkong. Only one tender was received and that was from a drm of con- tractors named Sin Hah & Co., Swatow;

As regards "port," the derivation öf the word seems uncertain (see article in Shipping acc Engineering dated 24/2/22), but it might possibly be derived From the word larboard, or ledebord lade, a load: aide. (loading side), and as the Viking ships, had this steer 037 fastened to the vessel on the starboard side, possibly all ships would have had to berth when in port, on the "port" (or larboard) side.

A Norwegian explains the Norwegian term "bugbord" by saying that when an old Viking used the long steering oar on the starboard (styrbord) quarter, he would turn his back (bag' in Norwegian) to "hagbord."

CHINESE ADVISORY COMMITTEE.

At a special meeting of ratepayers hald on Thursday, 2nd November, 1929, a regi lution was passed inviting the Chinese ratepayers of the Settlement to nominate an Advisory Committee, for the purpose of presenting to the Council the views of the Chinese, residents, and of assisting the Couzzil in the government of the Settle
