Lituring before the Eugenics Education Aas diablon on January 8th da “Mental Detrct and Its Inheritability," Professor EW MoBride, Professor of Biology, Imperial College of Science, said that any hope of curing defective children by ameliorative and environmental measures was an illusion. Many said the causes Were bad housing, indiferent food, and, to a large extent, venereal disease: All these things were tested by Dr. Goddard, and the conclusion he arrived at was that! none of these causes would account for mantal defect. Take alcoholism. Un- doubtedly many of the parents "of" these| defective children were given to indul gence in strong drink, but if they took n list of four or five hundred cases, iti would be found that there were just s thany defective children of parents who
not addicted to alcoholism.i Venereal disease likewise had be ruled out, and accidents must be ruled out. Denunciations of our social system as the. cause of mental defect were unscientiac. Let them look not at the causes, but the results of mental defect. In the case of persons so defectivo" that they never got further than the "mental age of one, two, three, or four yours, they were totally unable to support themselves, and they were maintained hu institutions, and were a burden on the community. but there their damage ended. They did not mingle with the ordinary 'normal population, and they did not propagate. The same was true of mental cars of five, six and seven year. What the Americans called the high grude, de- fectives, whose mental ages were of eight, nine, and ten years, were not confoed in institutions, but mingled with the normal population, and were just able to support themselves in the poorest of occupations. Then they inevitably, gravitated into the elums
They breed recklessly (Professor McBride continued), and are parents cf. a large amount of our slum population. If the slums were, cleared and these people were put in ideally-constructed dwellings, they would reproduce the slums again in thirty or forty years. The attempt to cure this trouble by providing easy and comfortable sur roundings is like a labour of Sisyphis. Dr. Goddard goes so far as ta say that this lack of self-control applies to all classes of criminals, even-to-clever criminala, who are usually caught| through the commission of some inconceiv able"act of folly.
In these days our authorities are too timid to institute auch investigations | 28| have been carried out in America We have, I am proud to say, in the Eugenics Education Society a member, Mr. Lidbetter, who has made a beginning. in investigating parish records in the neighbourhood of London. He has been able to show that the same families, generation after generation, have provid Fed their quota of criminals and wastrels of the population. In my opinion, there is only one remedy for this state of affaire -I do not expect to live to see it applied in this country and that is the ruthless sterilisation of the mental defectives, so that they may not be able to hand on these defects to posterity, (Cheers.)

A London message says:-A 30 per cent. drop in beer consumption, as com pared with pre-war times, is recorded by the Brewers Society, the total for 1022 being 18,000,000 barrel, compared with 23,030,000 in 1921, 98,000,000 --în 1920 and 20,000,000 in 1913. The decline both in beer and spirits is attributed by the Society to excessive-inzatión, Flow wages and unemployment.
