The secret circular of the Political Bureau of the Russian Communist Party, dated 23/11/12, No. 647/5, contains soms important revelations. It shows the Bolshevista system of propaganda in Central Asia and India within the last few months in the light of their own GREAT CHOICHI VARIETY. judgment, and discloses their plans for the future. The following is a transla tion of the copy, of the circular addressed to the chairman of the delegation of the Russian Communist Party in Germany.
The opening of the Eastern Chamber of Commerce is the first effective effort which should enable our aims in Central Asia and India, outlined at the Third Congress and finally adopted at the Fourth Congress after they had been amplified by the Political Bureau, to become realized. A mistake was made by the Communist International in its first efforts to promota a revolution in India, Far too much credence had been given to the assurances of the delegates of the small Communist Parties of the East to the Third Congress in regard to the preparedness of the Asiatic "peoplëx, to adopt Communism, The real aspirations of these peoples to emancipate themselves from the foreign poke were consequently used merely as an argument to induce them to accept Com-

As a result of its unsatisfactory findingsAt the Executive Committee of the Come! munist International resolved to dispatch without further delay a special mission consisting of Comrades Zinovieff, Eliava, and Vosessensky. Tha Commission has been instructed to make a careful revision of all the Central Asiatic Departments of the Communist International, to-submit to a strict investigation the efficiency of the Communist propaganda schools at Samarkand aud Tashkent, and, fically, to establish a system of propaganda öz a baxis consistent with the large demands which sooner or later the authorities will}

In the meantime conditions will not allow procrastination. The Soviet Gov-1 érament by establishing the Eastern Chamber of Commerce in Moscow has came to the assistance of the party. The objects of the chamber of commerca are to establish a close economic tie with Khiva, Bokhara, Persia, Turkey, and Afghanistan, and finally India-the first step towards spreading the political influence of Soviet Russia in Asia. It is hoped that when regular diplomatic or trading relations, between Soviet Russia and three countries are established there will be better opportunities for political propaganda. At the present moment it has been decided that it is of paramount. importance that the foreign dologations of the Russian Communist Party in European countries should mark down a large tumber of Oriontals who appear to the testworthy, and after a testing" inquiry with regard to their, views and activitics should cornmunicate their names;! in order that the Special Mission should be able to draw them to ite amletance. ' In view of the urgency of the matter it is necessary that the largest number of suitable names should be placed. before the Political Bureau-before December 15th,
