AMERICA AND THE PACT.

An important contribution to the discussion of the questions of reparations, inter allied indebtedness, and sanctions was made by Viscount Grey in the House or Lords on December 13th: In his view the whole of the trouble has been caused by the refusal of Washington to mntify the tranty pledging France support în the event of a further unprovoked attack" by Germany. We carried out our part of the bargain by ratifying the Treaty, but without similar action by the United States this is of no avail, France, said Lord Grey, regarded those treaties as an integral part of the Poace Treaty, and he attributed a great deal of her aggressive spirit to her failure to get the security which they would have provided. It France now was disposed to take strong measures and" to occupy more Cera territory, he believed the real reason was pot anxiety, to get cash from Germany, but to get the security which the treaties with Great Britain and America would have supplied. He added, however, that in the long run security would not be got by an occupation of foreign territory.

What Lord Grey is noxious about is that Cermiany should be admitted to the League of Nations, and he suggested that the Pact which Mr. Lloyd George offered to France should be a Pact inside the League. By this means all members of (the Langue would be parties to it, and Franer would have the security which she desires. With regard to Inter-Allied indebted. Besa, Lord Grey declared that the policy. of making remission of debts d:peudent on the United States doing the same thing did not bring us any nearer a solution. Our interest lay in seeing political security and the woonomic recovery of Europe, and if by remitting- not a cash payment-the prospect of some day getting some cash we would do any thing to promote those objects it would be in our interest to jlo so. Direct recommendations in regard to orders can in certain regulated cases be made by th First Lord of the Admiralty and the Secretaries of State for War, Air and India, These direct recommendations do not fall within the terms of reference, but the Commission has been furnishvi with full particulars of the procedure, which is very elaborate.

They heard no suggestion of abuse in this connection and the procedure adopted BIM to them sufficient and in no wises calling for reform.
