In the warrant of 1919. definite relar J. tion was laid down between the rates of Mr H. Consen pension and the cost of living; but as Mr J constant changes of rates were impossible MPN. administratively the rates were fixed in Me 1919 for the three and a half years which ended March 31st next.
During the greater part of these three and a half years, owing to further increases in the cost of living during the first two years, the arrangement turned out some what to the disadvantage of the pensioner.
The arrangement now proposed by the Government, coupled with the present fall in the cost of living, would be a reasonable adjustment of the matter.
