In all similar cases the holders of Land in Hongkong have been allowed to resume their Land, but on the 6th December Last Earl Grey signified his opinion to the Governor that these resumptions could not be indefinitely allowed, and should therefore be discontinued after proper notification to that effect.

We are not aware whether the Governor has taken any measures to carry out these Instructions, though we cannot hardly doubt he has received them at the date of Despatch.

But he has since recommended the appointment of a Commission to Enquire into the state of the Landed tenure of the Colony generally, and into each individual case of hardship, which appointment has been sanctioned by Lord Grey.
