grant that the erection of the Buildings had been interrupted in the middle by the Government order to remove part of the walls -
that this removal is alleged to have been necessitated by the act of the Government in building the Police Station out of the original line of Broad
that when the forfeiture was announced, Mr Webster stated the Buildings to have been within 10 days to a fortnight of completion,
and alleges that if no interruption had taken place they would have been actually finished - and that in other similar cases a much more indulgent course has been adopted, in accordance with Lord Stanley's instructions of 9 January 1844 that where parties had made a bona fide outlay, their cases should be settled equitably on their merits - "bearing in mind such expectations as may have been reasonable to form under Public Notice, issued, though without sufficient powers, by the Officer exercising the chief authority on the spot."
