ON BALE ON ROOSEVELT'S ANNIVERSARY. The and 11 cent stamps were an nounced for sale in October, the 27th being the first day when the Roosevelt stamps could be purchased, that being the anniversary of his birth. The portrait stamps will end the "19 cons Cleveland stamps. The nine higher values, begin- ning with 14 certs, will contain various national scenes and allegorical designs. On the 14 cent will be a picture of the American Indian; the 15 sent will have a view of the Statue of Liberty; 20 cent, Yosemite; 25 cent, Niagars; 30 cent Buffalo; 50 cent, the Arlington amphi theatre and tomb of the unknown soldier $1, Lincoln Memorial at Washington ; 82, the Capitol at Washington, and $5, American. The unknown soldier-stamp was to be put on sale on November 11th commemorating the fourth anniversary of the armistice.
Franklin, the nation's first Postmaster General, whose portrait was placed on the 1 cat stamp in 1831 and remained continuously on that denomination, until 1912, has properly been restored to his old position, with Washington on the 9 cent stamp where he has been for many years. The other portraite are 3 cont Lincoln; 3 cent, Marths Washington; 5 cent Roosevelt; & cent, Garfield; 7 cent, McKinley; 8 ccat,
cent Grant; a Jefferson; 10 cent, Monroe 31 cent, Hayes and 12 cent, Cleveland.
MATZIA WASHINGTON'S PORTRAIT." Matha Washington is the only note. worthy woman of our national history whose portrait has ever appeared on a stamp Her face graced the very artistic 1902 issue on the E-cent value, but she disappeared from sight so far as letter postage is concerned in 1908 when the two portrait designs of Franklin and Wash- ington were adopted. No other portraits have been used on any of our regular- isauce since that year, and, although the designs are tent, "their sameness has made the United States series.somewhat mono- tonous. Portraite of Lincola; and Seward were placed or the commemorative issues of 1909, but they were only in use for a comparatively short time, the former being on the 1 cent stamp issued in the centennial year of his birth and Seward on the 2-cent stamp commemorative of the Alaska Yukon Exhibition.
Uniform rates of postage were first provided for the United States Govern- ment in 1945, but it was two years later before the first official stamp issue was made. In the intervening years about a dozen Postnasters in as many cities and towns ined stamps on their own se count, and most of these are now ex tremely rare. Arthur Hind, the textile manufacturer of Utica, paid at the Fer- Erari-sale-early in the year, about $12,000 for the only known copy of the Boscawen (N.H.) Peatmaster stamp,
