With financial aid from the Japan Red Cross Society and the South Manchurian Railway Administration': an unstated number of these relugees were actually sent from Gensan to Manchuris, but the Chiness authorities protested and the Japanese authorities consequently. suspended the transportation of Russians thither. There are already in China many more Russians than Chins desires. The Russian plenipoteniary, who came to Peking to negotiate treaties, has been protesting to the Chinese Government, and oven charging it with encouraging this immigration a political refugees hostile to the existing Government in Russia, but the Chinese Government has pleaded Eclplessness in the matter and professed a desire to see them all return to Russia. Orders were issued to the the Chinese military authorities on frontier to disarm the Russian refugees, and the order would appear to have been carried out, but there are already far too many Russians in Chineses territory to make the Bussian authorities in Siberia feel easy over the situation.
In a recent communiqué issued by the Japanese Foreign Office it was mentioned that the Red Government had, on more than one occasion, "warned the refugees at Gensan to return to Vladivostocki and settle down in Siberia as peaceful citizens, but the Japanese statement said they are determined not to return, Vladivostock under any circumstances.!! No other country is likely to welcome them, however, and if they will not go back to Vladivostock, they must get back to Russian territory through some other door. While they were waiting in the Korean ports the Japanese authorities were trying to induce the refugees to return to Siberia, negotiating air the time with the Chinese Government as to the question of their entry through China. What the result was is shown by the arrival of part of Admiral STARK's fleet MARRIAGE.
