This Report from the Commissioner places the whole subject of Land Rents in Hong Kong in a very clear light, and in the way I have nothing to add in explanation.
Governor
I presume that the Governor will be authorized to appoint the proposed commission of enquiry, and that, in the meantime, the Special cases included will be reported.
Comment advice will be followed, and I would suggest that the endeavour should be made to provide for the local Land Rents, which may be drawn at the same time from other sources for any deficiency.
It is obvious that a reduction is inevitable & that the colony will suffer if it is refused. While the unavoidable diminution may be objected to as a reduction, the colonial revenue to so serious an extent must ensue, and I intend to send to the Governor, to transmit to the Board, a copy of this report.
