JAPAN'S DUTY ON FOREIGN.

BUILT STEAMERS, PROTEST OF SHIPPING COM- PANIES.

Some of the Japanese shipping com panies, especially those which receive na State subsidy, are appealing, the Japan Chronicle states, for the remgyal of the duty on foreign-built ships. On the other hand companies, which invested in new shipe at bo prices desire the duty to main lest the cheap imported ships should be run at costs impossible for them with their high capitalisation to compete with The Japanese shipbuilders are, of course, in favour of the tariff and desire: if to be increased.

Some of the Government officials, says the Fushin, are in favour of increasing the tariff, arguing that the marine riska are greater in the old vessels now being bought from abroad and that the use of vessels of high quality will be encouraged by high protection. On the other hand, those who are asking for the removal of the duty.say that this artificial protection will not be needed if the competing com panies send really superior ships to sen and if they are, enabled to lower costs of building by free importation of materials

In spite of the high tariff, the paper. reporta, vessels of an aggregate burden of over 200,000 tons have been imported to Japan recently:

Indeed; it is one of the peculiarities of the shipping depression in Japan that it has been accompanied by the continued purobase of ships, especially from Eng. land, whors the different policy is follow ed of getting rid of old and superfluous ships at whatever they will fetch.
