The Committee have examined the com. pulsory systems adopted in other coun- tries, and while convinced that as a last resort compulsion must be resorted to, they are fully aware of the objections to such a course. These difficulties include the traditional dislike to any form of compulsion, the danger of industrial trouble and diminution of goodwill, the creation of expensive machinery, and the problem of enforcement.

In the Irish Free State Provisional Parliament on September 26th, Mr. O'Higgins, Minister for Home Affairs, moved the adoption of Article 12 of the Constitution, which states:-

A Legislature is hereby created to be known as the Parliament of the Irish Free State (Oireachtas). It shall consist of the King and two Houses, the Chamber of Deputies (Dail Eireann) and the Senate (Seanad Eireann).

The power of making laws, the peace, order and good government of the Irish Free late (Soarstat Eireann) is vested in the Parliament (Oireachtas).

Mr. O'Higgins said that there' was_30 amendment down in the name of Mr. Gavan Duffy which was practically an Invitation to the House to proclaim a Republic. The proposal was to leave, out the King, but the Ministry considered that under the terms of the Treaty is 7. was impossible to leave out the King.
