The following excellent dissertation on Prohibition was given by the Chairman at the thirty-fth general meeting of the shareholders of Messrs. Mitchells and Butlers, Ltd., recently held at Birming ham:-.

Prohibition is, indeed, fatal to liberty, because it involves a serious ortrage against the natural rights and liberties of individuals and contemptuously disregards the claims of dissenting minorities. It is also fatal to Temperance, though not a few sop bistically confound Temperance with Pro hibition. Temperance is a growth, lite al moral laws, in the individual and the community. Temperance is positive and appeals to man's ense of self-control, to his reason and concience. Prohibition is negative, and appeals to the sense of fear, to pains and penalties, and utterly ignores inan' habits and education. Temperance is the development of man's righteousness and self-control. Prohibition is the reduc- tion of man to a position of compulsory national total abstinence by the criminal law. Temporunce is the heritage and blessing of a free people. Prohibition-is the yoke which & Country constructs for itself when it confesses its inability to self-control, and from which it will take long years to free itself. Temper ance is the badge of self-respect and orderliness. Prohibition is the symbol of] hypocrisy and deception. All the secret encouragement to aly drinking, the uttor lack of control, the absence of all authority, the vilo decoctions served, are sure to generate a low moral atmosphere of great mischief. And such places of sly drinking greatly appeal to the young-

grogs' he will be damaged morally, if not utterly ruined. Prohibition will undoubtedly generate lawlessness. Its extreme character, its far-reaching measures, its enormous penalties, stamp it 19 grinding despotismo-the fruitful parent of disorder. Prohibition is as despotic as any law of the worst despot. It utterly disregards and tramples under foot the undoubted rights; of minorities, whom it grossly insulta by the way it flaunts their wishes and destroys their privilegna. The minority under it would obey or suffer outrageous penalties. Wherever it prevails it is monstrous in every way and grossly insulting to the intelligence of the large minority. One extreme begets another. Probibition will plunge us into a course of folly, bringing turmall into the politice of the Country, perjury and evasion into the Courts, and deception into the people."

Woollens.-There is no change in the market. Some sales of old stock lots of! blankets have been made. and clearances fairly good.

Eaw Cottons.-Market bare of stocke. Nominal. quotations:-Indian descriptions at $30/35. Chinese grades at $32/33.

Metals-Market is quiet, the lower exchange making prices higher than dealers will now pay. Demand from consuming districts is poor, with dealers inclined to sacrifice parcels to clear.

Flour Market Report-Stock About | 600,000 sacka. Quotations:-American Patent, $3.70 per sack; Americaa Stmight, $2.70 per sack; American Cut off, 32.80 per sack, Shanghai Flour, $2.85 per sack; Australian No. 1, $2.85 per mck.
