EQUAL PAY FOR MEN

AND WOMEN.

RESULT OF FREE COMPETITION.

Should men and women receive equal pay for equal work P was the question discussed by Professor F. Y. Edgeworth, the president of the Economic Science and Statistics section of the British Association on September 11th.

By equ work, he explained, must be understood sonie clause importing equal freedom in the choice of work. This condition should include equal freedom to prepare for work by acquiring skill. To the question of whether competition between the sexes should be restricted, it might seem sufficient to reply that competition between all classes should be unrestricted. "Suppose," he sail, "that some doctrinaire despot, imbued with misinterpretations of the classical economists as deeply my Deain with the worst of Marx's dogmas, should insist on absolutely unre- stricted competition (subject only to pro- hibition of force or fraud). He would ula our minimum wage and standard of life, and other fine phrases (as he would describe them) which disguise the fact that wages are determined by supply and demand. He would prohibit combinations of workpeople. If such conditions could be enforced there would probably result througbout considerable part of industry a breakdown, or at least a gridually deepening depros- sion. To this débucle the competition of women would largely contribute. It would be particularly effective, owing to three incidents-ürst, the, minimum of require. ments for efficiency of actual, us distinct from conventional, neccasaries are less for a woman than a man (in the ratio of 4.4, according to Rowntree).

The Professor counselled that their motto should be pedetentim-testing each footbold before committing themselves to an irre. vocable step prepared to retrist if the ground proved unsafe. The pressure of male trade unious appeared to be largely responsible for the crowding of women into a comparatively few occupations, which was universally recognized as a main factor in the depressin of their wages. Such crowding was, prima fanie, a grant viola tion of that free competition which resulted in maximum production and in distribu- tion of the kinl defined as equal pay for equal work. The oppressive action of male unions should be counteracted by Eressure on the part of women workers acting in concert. Suppose those balanced "forces encountered the resistance of the eco- ployers, themselves perbaps associated, what would be the result? It might be assumed that the resulting amngement would not be in strong conflict with the natural, fortes of competition. Probably an arrangement that the weekly wages of women should be the same as those of men could not be maintained without tyranny on a Russian scale. He quoted opinions on the comparative efficiency of the seros, and drew the inference, that, even if all restriction of the competition between.. male and female workers were Iremoved, we should still find the average arnings of the former te be con-

men supported families and the bulk of working women did not, it seemed not unreasonable Lhat the men should have some advantage in the labour market. Equal pity for equal work, when one party was subject to unequal deductions from his pay, no longer appeared quite equitable.
