Governor and to convey
to him the following opinions
on the principal points
brought under consideration
2. Although it
undoubtedly is true, as
the Governor suggested,
that much of his time
and care must be employed
in his duties as
Superintendent
of the China Trade, this is a fact which
may be supposed to be familiar
to those under whose
notice the Parliamentary
Estimates are brought
and
