I am further to state that with this new of the Subject, My Lords are of opinion that the apparently quite unnecessary Offices of third Treasury Clerk, and of Surveyor of Works and Civil Engineer, should be forthwith abolished.
My Lords also concur in opinion with Governor Bonham that the Office of Registrar General may be abolished, and the Duties of it transferred to the Chief Magistrate and the Treasurer's Department.
I am further to state that if the Colonial Secretary continues to perform the Duties of Auditor, it appears to My Lords that it would not be expedient to establish the Office of Colonial Treasurer, but in...
My Lords consider that the Collection of Public Revenue and Revenues should, as far as practicable, be effected by the Treasurer Department, and that Arrangements for this purpose may be conducive to Reduction in other Branches of the local Establishment.
My Lords are also of opinion that the other Reductions of Establishment and of Expenditure suggested in Governor Bonham's Despatch should be carried into effect as opportunity may offer; and adverting to the very recent Appointment of the present Colonial Surgeon, My Lords consider that if the Arrangements suggested by the Governor could be made for procuring the requisite Medical Attendance for the Police and for such other Persons as may be properly entitled to it at the Public charge, it would be question for consideration whether that Appointment ought not to be revoked.

I have had these papers by me for a long time having been under the wide subject of reduction...
I am afraid I may not even be able to touch upon all these points. But with regard to two of the persons who were affected by the reduction, Mr. Marion & Coventry, I wonder that the former was disposed of. I know of a certain practice in Cumberland of some value for the office. I do not think this appointment would now be justly defended if it were not accompanied by an ample compensation. No happier at Swan River - this has been the case when it was proposed to create a new office, but if convicts are sent out there, there will be occasion for a competent person to direct their labour & I believe he is very well qualified for the situation.
