to your Letter of the 3. April last, and to the Despatch from the Governor of Hong Kong therein forwarded to this Board, I am commanded by the Lords Commissioners of Her Majesty's

Treasury to request that: to barl grey; that it would appear from the statements in that Despatch that the Establishment of that Colony comprises several Appointments not necessarily required for the efficient Transaction of the Public Business-

I am however to state that. adverting to the claims many of the present Civil Officers have for Services since the first Formation of the Colony, My Lords would feel much difficulty in recommending the immediate adoption in all cases of the Alterations suggested by Governor Bonham; but that at the same time they cannot advise the Retention of Parties who have only recently received.
