To better understand their concerns, their Excellencies conceive that the amount of half Salary to which Mr. Napier is entitled must be a Contingent charge on the Hong Kong Government. At the same time, their Excellencies desire me to request that you will suggest to Earl Grey particularly cautioning the present Governor not to permit any recurrence of the oversight on the part of his Predecessor which had created the necessity of this Contingent charge being incurred.
