Administrative expenses do not materially differ from those previously sanctioned, the records of the Secretary do not object to them, although I may add that I rely upon your attending to every fit and reasonable economy, in this as well as other respects in effecting the general review which you have been authorized to make of the Expenditure of Hong Kong.
3. But inasmuch as the cost of the Establishment thus sanctioned will not exceed the estimated local Revenue by more than £18,738, Her Majesty's Govt are not prepared to add, for the purpose of carrying Public Works, a larger Sum than will make the total Grant amount to £20,000.
