An anthoritative announcement has been made replying to Mr. Mellon's Washington statement. It admits that practically all the money borrowed from Amercia was ap plied tossurda meeting British expenditure in the United States. "Nevertheless, Britain would not have required assistance from America had Britain not been compelled to make advances to the Allies.
The statement concludes that early in 1018 Britain pressed the United States to relieve it of the responsibility of financing the Allies, offering in return to finance all Cher own expenditure in the United States without horrowing; but "America declined the proposal.
