I am commanded by the Lords Commissioners of Her Majesty's Treasury to transmit to you the accompanying Bond, which has been prepared for execution by SW. W. J. Mercer, as Treasurer of Hong Kong.
I request that you will move Earl Grey to cause the same to be transmitted to the Governor at Hong Kong, with directions that the Bond may be duly executed by the Treasurer, and returned to this Country.
I am at the same time to state that the Bonds of the said Treasurer and his Sureties have been duly executed, and are now deposited at the Treasury, all the expenses attendant thereon, and also incurred...
