Few developments of our constitutionn system have been more remarkable in re cent times than the steady increase in the membership of the House of Lords.
Forty years ago pears' seats in the Upper Chansbor did not greatly exceed 450, a body considerably less than the membership of the House of Commons. Birt an official-return lately published showed that between the beginning of 1880 (the last weeks of Lord Beaconsteld's Goverument) and the begin ning of 1920 no fewer than 356 peerages had been created, sixty-four pears bad boon advanced in rank, and thirteen peeragea had been called out of abeyance." That, gives an average of sightly more than ten creations and advancements combined per YEIT.
In the following table the return is. analysed and brought up to date to the resent Birthday Honours inclusive, It ac cordingly covers a considerable period; but the result is to show that, taking creations and promotions together, Mr. Lloyd Guort stands first as peer maker during any given peril, in the last forty years-

„Mr. Blayd George's creation and promo- tion of 105 peers in about five and a balf years works out at about twenty a year, a proportion largely in cfcess of that of any other Prime Minister in the table. To the total of 458 way he added the thirteen poor- ages "talled out of abeyance, making the grand total 471 in forty years, though of that. number about, ninety have been merged in others or become extinct. Today, counte ing this year's creations, there are 737 peers, of whom twenty are minors. The effective voting strength of the House of Lords as compared with the House of Com- mous is therefore
