Their Lordships remark that the Ships and Seamen under my orders, should readily be afforded any assistance having for its objects the capture & destruction of Pirates. I am confident that the Squadron will, on all occasions, act in this spirit.
Should any circumstances arise, in which the Chinese Authorities would be ready to accept the assistance of the Squadron under my command, I have apprised their Lordships it will be afforded.
8. I find from the Consuls and other Authorities, that the occasional visit of Steam Vessels to the Northward, have been, and are likely to be, attended with the best possible results upon the Chinese.
The presence of a Naval Commander in Chief likewise had its effect, and this circumstance has been made known both at Nankin & Pekin.
I purpose supplying the Vessels Stationed at the Northward, with the Provisions and Stores they may require, by means of the Steam Vessel, which he left at Hong Kong.
