Even at the worst, the phrase "no business" could not be used in an absolute sence. Certain industries were hit much less hard than others; and among. members of the authe industry there was no uni formity of effect. More- OTT, a good sales department once dia- banded is exceedingly difficult to build up again. Good engineering salesmen (the term including engineering publicity r perts) are much less common, than good. engincers. The periol af stress through which we have been passing guro na example chances of testing the true qua lity of salesmen; and the period of en competition for reviving trade upon which we are now entering will give the foest! opportunity to a sales organisation which has proved itself. The company which has kept its sales and publicity departments intact and free from the light of depres sion will be the first to enjoy the fruits of
recovery.
INTERNATIONALISM.-
EQUAL INDUSTRIAL CONDITIONS. "Internationalism" was the subject of an address deliveret by Viscount Burnham to the members of the Rotary Club of Hull, by whom he was entertained at luncheon, on March 10th.

The Rotary Club, Lord Baraham said, was a revolving globe of international com. madeslip, and movement of practical italism, which was what we most wanted in the world after. the toil and travail He confessed: that of the last few years. he had no exaggerate i hopes of what inter nationalism could do, and be strongly depre anted the notion that we could have a world regulated by international law, enforced by international police; but he thought that we could go a certain distance, specially if we made the assemblies devote themselves to practical issues which could be dealt with on the basis of common sense and of com- mon practice.
Referring directly to the work of the International Labour Organisation, over which he had presideil, Lord Burnham said be believed that immediate good was doue by having all the great questions of industry examined from an international point of view; and their coming together had a bealthy effect upon the public opinion of the whole world. He did not believe that the doctrine of internationaliam could be pressed too far. (Cheers) No country was prepared to surrender economic la- dependence. It would rot do at this stage for the world's civilisation to give an international assembly, the power to legis late for the different countries represented. All they could do was to allow it to do some of the spade work, and to prepare, so to speak, the legislative untter for the con sideration of the various Parliaments. They could not apply the sanctions which were provided by the Treaty of Peace in case of default or malevolence--the im posing of such economic panishment as all might be thought fit. That was buokum. How on earth could it be possi ble to punish one nation in that way? The penalty woull be loomering of the worst kind We in this country had everything to gain from the existence of such a body for the discussion of economic pro- blems, becanze we were miles ahead of the rest of the world in economic practice and in our labour legislation. We were trying to bring other countries up to the level of the British standard. It was much more than philanthropic benevolence. It was a very: direct matter even from the point of view of our pockets. We wanted to equalise the industrial conditions of the world, and with in limits we could have such an international. organisation as he had-indicated, and be took it that that was what Botarians would be most anxious to see, because they believed that it reade for good understanding and improved relations between all nations.
