It is contended to the report that im- provement in the shipping situation must wait
upon the recovery of trade and com- merce in this country and throughout the world. Further progress, it is stated, was made during the period under review in restoring ships to their pre-war routes, and so far as the conditions of the freight markot allowed, British shipping hoa now again taken up its former activities in every trade.
The report of the International Confer ener, held in London during February, is in favour of the setting up of a central corporation with £30,000,000 capital to help in reconstituting European trade, but on conditions which exclude Russia from participation.
