Speaking to Manchester business men, brought together by the Charber of Com- merce, on February 10th, to entertain him. at luncheon, Mr. Stanley Baldwin, Pre- sident of the Board of Trade, said he felt) it iucumbent on him to look, round for a Jilver lining to the clouds about us. He found a little such silver lining first in the trade returns for January, where an increase in the value of exports in a period of falling prices meant un increase perhaps even greater in value than in bulk. Unemployment figures, too, Were movement na nearly stationary ach there was in the right direction, and it must be remembered that improvement in trade was only reflected in the unem ployment returns after short-time workers had gone on full time.
Mr. Baldwin aid he saw another little silver lining in the Washington Confer ence. "If the United States Senate rauifies the Treaty it will then be possible! to make considerable réductions in Dur Navy Estimates, and that will bring nearer the day when it will be possible to reduce taxation. More important for our immediate purpose, it alters the whole atmosphere in the Pacifce and creates how and confidence instead of mistrust Aud nervousness. Eooner or later I am sure it will lead to a condition of things in the East beneficial to our trade."
