At a time when belief in the hereditary' stateszanin is somewhat under a cloud, the triumphant return of Mr. Balfour from his American "mission is a great moment for all those who still think ther is something in the Old Order. His re- barn is a sun-burst shining through the mista of Democracy.
Only a few months ago we were told daily that all was b the Washington Conference unless Mr. Lloyd George-the supreme type of the new statesman- could go there. No doubt Mr. Lloyd George would have done extremely well. His personality is one that appeals to Americans, and they were very anxiou to so him But Mr. Lloyd George could pot go. Irish affaire kept him at home. It is no secret that he was very disp posted. He knew that his voice would mean a great deal in those councils, and savoured in advance the great nmption which he knew awaited him.

Very wisely he pressed the mission on Hr. Balfour. who was by no means naxious to accept it. His age, his philo wophic attitude to life, his long career in the highest offices polities can give all these were reasons why he was quite in different, to the Washington limelight. But once there, Mr. Balfour's natural and hereditary qualities rose supreme above his desire for peace and repose. Hardly conscious of his own powers, he applied the touch of a master to infinitely difficult international problems, and in his own rather lazy way soon became the dominating figure among the delegates. His success was that of the man who has nothing to gain, and who is not aware that he has anything to lose: of the ma who was born to the career he has made illustrious, and has not built it up by painful processes out of nothing.
There can be no doubt that Americans would have been vastly impressed by the. Premier had he gone there. His camer is one which appeals to the most widely advertised American ideal. He 14 the arch-type of the self-made statısmao, and America would inevitably have compared him with Lincoln.
However, from lug-cabip to White House" does not exhaust the category of American ideals. They have a great re- ference also for Washington, who was to Lincoln much what Balfour is to Lloyd George. Washington stands for the man borg to high estate, whose statesmanship canie to him from his ancestors. It may be more popular in America to exalt the Lincoln ideal, It supplies copy-book maxime is plenty. Yet Aneries is redily very proud that the great Republic was founded by an aristocrat. Not for any- thing would she change that the page is her history.
THE OLD ORDET.
It is to the feeling that we may look for something of Mr. Balfour's great cass at the Washington Conference. If the great democrat could not come, America was equally glad to
S the Polished representative of the old order of statesmen. And the Americans were enormously impressed by the elusive case with which Mr. Balfour grappled with the thorniest problems. They felt that there was much in the heredity idea when it can produce men who so lightly and gracefully skip over difficulties which would disturb the small course of the politician moulded in the rough-and- tumble of competition.
Nor must we forget the effect of Mr. Balfour's consummate oratory. It is a south, effortless Bowgin which the great- est jffects are obtained in the easiest manner. Of Mr. Lloyd George's power as an orator there is no doubt; though there are often times when he bus to strain for effect, when it is plain to see that the whole force of the man is neces sary to sustain his words. Mr. Balfour's speech reminds one of a master of fence. An almost imperceptible turn of the wrist --or vilce-and the point is gained. His oratory indeed, is English at its very best, and its effect on his American aud- iences was immense.
Thus the heart of an old Tory may re- joice. Democracy is all very well, but ww are having rather a surfeit of it to-day- It is good to see that the old order can still easily hold its own.-Daily Express,
