Tax HAGUE, February 15th. The official opening of the Permanent Court of International Justice took place to-day. Among those present were Queen Wilhelmina, the Queen Mother, and the Prince Consort. When all had taken their seats, each of the Judges took the oath in the following words; I sob emnly declare that I will exercise my pewers and duties as a Judgé bonourably, faithfully, impartially, and conscientious "Some spoke in English, others in French
